Oh-ho, as expected something else caught my eye and so the food topic will have to wait for another day.

The Japanese government has known for a long while that social security will run out in the foreseeable future, but they’ve just moved the estimate up again. Mr Nonaka and I are going to have think well on where we put our money for the future!

年金は2020年代に破綻、国庫負担率引き上げなければ

   厚生労働省は、基礎年金の国庫負担割合の2分の1への引き上げが実現しなければ、2020年代に年金積立金が枯渇して基礎年金が給付できなくなるとする試算をまとめた。

   試算には現在の世界的な金融危機の影響を織り込んだため、年金財政の破綻が20年程度、早まった。こうした内容を盛り込んだ公的年金の財政検証を月内にも公表するとともに、今国会に提出している国庫負担割合を引き上げる国民年金法改正案の早期成立を目指す方針だ。

   試算ではまた、3分の1から2分の1への引き上げが実現すれば、夫が平均収入の会社員、妻が専業主婦というモデル世帯の給付水準(所得代替率)が将来にわたり、現役世代の平均収入の50%台を維持できるとした。04年の年金改革の際、政府・与党は「50%」以上の水準確保を約束している。ただ、2055年の合計特殊出生率は1・26、年金積立金の運用利回りは名目で4・1%を試算の前提としており、楽観的という指摘もある。

Social Security to fail in 2020’s if state contributions not raised

   The Ministry of Health, Labour and Welfare has put together a trial calculation that says social security deposits will be exhausted by the 2020’s and they will become unable to pay out basic pensions without implementing a raise of the state contribution ratio for basic pensions to one half.

   Because this trial calculation incorporates the influences of the current global financial crisis, the failure of the social security finances has been moved up to the 2020’s. Along with a public announcement of the inspection of the public pension system including these facts to be made by the end of the month, there are plans aiming for the early stage establishment of a reform bill to the National Pension Law to raise the state contributions, which is being presented in the current Diet session.

   Within the trial calculations it is also predicted that if a 1/3 or 1/2 raise is carried out, using the model family of a husband with the median income of a company worker and a wife who stays at home, that the standard payout (income replacement rate) could continue into the future and that the 50% support of the median income of the active generation could be sustained. At the time of the 2004 social security reform, the government’s ruling party promised to guarantee a standard of 50% or more. However, this trial calculation, based on the premise of a total fertility rate in 2055 is 1.26 and a 4.1% investment yield on the social security deposits, has been indicated by some as ‘optimistic.’
